The development of Sex Smart involved a detailed process of consultation and review, and followed the Ministry of Health Guidelines for Developing a Health Resource.
Consultation included substantial input from young people, school teachers, peer educators, and almost every leader in adolescent  and sexual health such as Dr Sue Bagshaw, New Zealand Family Planning Association, New Zealand Aids Foundation, and the Queer Youth Group. Over 300 individuals were involved in this process.
